面向关键核心技术的创新联合体合作策略

组建面向关键核心技术的创新联合体合作策略,以实现关键核心技术攻关.从实践角度出发,构建包括龙头企业、政府,以及由中小企业和高校、科研院所构成的其他合作主体在内的三方主体关键因素模型和理论模型,在此基础上引入三方演化博弈模型,分析了三方主体的稳定性策略选择,并以面向陕西省光子产业的创新联合体为案例,对博弈模型展开数值仿真分析.结果表明:龙头企业的初始合作意愿越高及收益分配占比越大对各方主体策略选择有积极影响;政府的前期奖励与后期监督都能为面向关键核心技术的创新联合体合作降低成本,各方主体的合作意愿随政府支持力度增强而提高;其他合作主体在合作中受龙头企业影响较大,龙头企业能否诚信发挥牵头作用直接影响着其他合作主体的收益与其未来合作意愿.
Cooperation Strategy of Innovation Consortium Oriented to Core Technologies in Key Fields
The establishment of an innovation consortium for core technologies in key fields is an important way to realize the breakthrough of core technologies in key fields.A tripartite key factor model and theoretical model have been constructed,including leading enterprises,government,and other cooperative entities composed of small and medium-sized enterprises,universities,and research institutes.On this basis,the tripartite evolutionary game model is introduced,the stability strategy selection of the tripartite subjects is studied,and the innovative consortium for Shaanxi photonic industry is used in numerical simulation analysis.The research results show that the higher the initial cooperation intention of the leading enterprise,the greater the proportion of income distribution have a positive influence on the strategy choice of the parties;while the government reward and the later supervision can reduce the cost of the innovative consortium cooperation for core technologies in key fields,and the cooperation intention of all parties to cooperate increases with the strengthening of government support;besides,other cooperative entities are greatly influenced by the leading enterprises in the cooperation,the leading enterprises can directly affect the profit and future cooperation intention of other partners.
