Research on Co-operation Mechanism of Government-Enterprises-Universities and Research Institutes Breakthrough Innovation R&D Stage Under the Intervention of Financial Institutions
This paper aims to solve the problems of insufficient R&D investment and financial constraints in the early stage of breakthrough innovation of enterprises,and to explore the factors affecting the strategic choice of game subjects in the process of cooperative R&D.Evolutionary game method is used to analyse the influence of capital support mechanism and financial institutions'reward and punishment mechanism on government,industry,academia and research breakthrough innovation cooperative R&D behaviours,and numerical simulation is carried out using Matrix Laboratory(MATLAB)software.The results show that:enterprises and researchers are more influenced by each other's willingness to co-operate than by the government's guidance;enterprises are more sensitive to the capital support mechanism,and too much financial support reduces the necessity of government supervision,and the incentive mechanism of financial institutions has a greater impact on government-industry-academia-research co-operation in R&D than the punitive mechanism.When financial institutions do not participate in the process,even though the influence of the government's rewards and punishments has a lagging effect in the time dimension,incentive policies and appropriate punishments can still be used for the co-operation,and the government reward and punishment mechanism has a greater impact on the academia and research side.Besides,enterprises are more sensitive to the changes in the proportion of the distribution of costs and benefits.Therefore,multiple factors affecting government-industry-academia-research co-operative R&D are clarified,which provides theoretical basis and decision-making reference for promoting breakthrough innovation co-operative R&D of enterprises.
