The positioning of innovation strategy determines the expected innovation benefits and willingness to bear innovation risks of enterprises,and therefore has an important impact on the choice of R&D organization mode for enterprises.This article uses survey data from 4303 companies in the World Bank Innovation Follow-up Surveys database to classify companies that adopt incremental innovation strategies(including imitation and improvement)and radical innovation strategies.Based on this,the Probit model is used to examine the impact of enterprise innovation strategy positioning on their R&D organization mode selection.The results show that the enterprises engaged in radical innovation are more inclined to implement independent R&D,while the enterprises engaged in incremental innovation are more inclined to choose non-independent R&D,and the probability of choosing commissioned R&D is higher,moreover the improvement of business environment will reduce the contractual risk of both parties and increase the tendency of enterprises to choose non-independent R&D organization mode.The choice of enterprise R&D organization model is the result of its benefit,cost,and risk trade-off In the non-independent research and development mode,enterprises face a variety of cooperation risks,and the risk of cooperative research and development is higher than commissioned research and development.The conclusions of this paper have important policy significance.Enterprises will give priority to independent research and development in innovation activities.With the improvement of innovation strategic positioning,enterprises will be more inclined to adopt the independent R&D organization mode.To this end,relevant policies should be dedicated to promoting the perfection and development of technology trading market,improving the institutional quality level,and providing a good institutional guarantee for technology trading.
