The Operational Model,Distribution,and Development Trends of China's Strategic Scientific and Technological Strengths
The national strategic scientific and technological strengths have a high mission orientation,with a novel organizational model that can embody national will,serve national needs,and represent the country's level of technological capability.It is the central driving force for promoting technological innovation and guiding future industrial development,serving as a key role in participating in global technological competition.According to the building of China's current national strategic scientific and technological strengths,these strengths are composed of strategic science and technology platforms,major national scientific and technological infrastructure,and strategic scientific and technological talent.Using B-spline basis functions to fit the comprehensive innovation capability index curve of key components of the national strategic science and technology strengths,this paper analyzes its development trends.The findings reveal the following:the national strategic science and technology strengths operate with strategic science and technology platforms as their carriers,strategic science and technology activities as their goals,and strategic human resources as their leaders.Their organizational structure exhibits a"small core,large network"characteristic.Significant progress can still be made in areas such as regional layout and tiered coordination,basic research fields,corporate participation in building major national scientific and technological infrastructure,and the cultivation of top scientific talent.Compared with universities and research institutes,leading science and technology enterprises show an exponential growth trend in comprehensive innovation capability indicators.Although leading enterprises excel in imitative innovation,their technological demands often do not align with domestic scientific and educational outputs or research achievements.To address these problems,it proposes three recommendations for strengthening the national strategic science and technology strengths:supporting regional science and technology innovation centers to optimize regional layouts,enhancing basic research by increasing foundational R&D investments led by leading enterprises,and continuously cultivating and attracting leading scientific and technological talent.
