The Integrative Analysis for Organized Scientific Research Management Abroad and Its Enlightenment to China
In the wave of global competition in scientific and technological innovation,organized research is playing an increasingly important role.It has become a key pathway for countries to gain competitive advantages,drive economic growth,and promote social progress.However,in the practice of organized research,the traditional management systems and mechanisms are not fully adapted to the modes of scientific knowledge production and the laws of technological innovation,making it challenging to fully leverage the advantages of the new national system.In light of this,the research focuses on the management of organized research.It systematically reviews and analyzes foreign research progress,summarizes the core characteristics of organized research management,and based on this,constructs an integrative analytical framework that covers four levels:macro,meso,meso-micro,and micro,and five mechanisms:input,evaluation,incentive,collaboration,and knowledge sharing.This framework aims to clarify the systematic management methods and organized work approaches for achieving the goals of organized research,providing a useful reference for research administrators and scholars.China would be well advised to draw on the successful experiences of other countries in the field of research management in order to establish a cross-departmental and cross-field research management platform,to formulate unified research management standards and processes,to reduce unnecessary administrative burdens,and to improve the flexibility and responsiveness of research work.
