The Mechanism and Path of Backtracking the R&D Process of Major Scientific and Technological Achievements:Case-Based Empirical Study
For the evaluation of major scientific and technological achievements,in order to avoid the problems caused by traditional evaluation methods such as valuing quantity over quality,valuing form over content,and valuing short-term over long-term,and to break through the original path dependence,this study adopts an exploratory case analysis method.Typical cases are selected through three categories of major scientific and technological achievements research and development processes:basic research,applied research,technology development and industrialization achievements.The coding technique of grounded theory for data processing are used to select typical cases,exploring the construction of a theoretical model for the traceability path of the R&D process of major scientific and technological achievements,and reasonably evaluating the contribution of the R&D process of major scientific and technological achievements.The retrospective and stage evaluation of the R&D process is an inevitable requirement for the transformation of major scientific and technological achievements.Around the innovative R&D path,the retrospective process fully considers the three aspects of goals,implementation,and management,dynamically evaluates and adjusts,and improves the overall R&D efficiency.The clear direction and mechanism characteristics of the retrospective path for the transformation of major scientific and technological achievements have promoted institutional design and policy innovation,and stimulated the vitality of scientific and technological innovation.
