New R&D institutions are important carriers for achieving regional science and technology innovation strategies.How to promote the high-quality development of new R&D institution is one of the urgent issues faced by policy makers.Taking the policies of new R&D institution issued by 19 provin-cial administrative regions and their functional departments in China as analysis samples,the paper constructed a new R&D institution policy tool analysis framework,and used the fuzzy set qualitative comparative analysis(fsQCA)method to explore the diverse paths of policy tool combinations to promote the high-quality development of new R&D institution.The results show that the combination effect of policy tools is the core mechanism leads to high-quality development of new R&D institutions,and de-mand-oriented policy tools are essential;that three paths(including four configurations),namely supply and demand coordination,demand-environment coordination,and supply and demand-environment co-ordination,can drive the high-quality development of new R&D institution;and that there is significant regional heterogeneity in the effective implementation of the policy tool combination path for new R&D institution.This paper provides policy suggestions for the high-quality development of China's new R&D institutions,and also provides effective support for the implementation of regional science and technology innovation strategies.
