摘要

科技领军企业是国家战略科技力量的重要组成部分,是原始创新能力强、具有引领带动作用的主导企业.本文以加快浙江省科技领军企业培育为目标,梳理了国内先进省份培育科技领军企业的政策举措,基于北京、广东、上海、江苏、浙江三省二市际的对比,分析了浙江科技领军企业存在的优势、不足,并对国内外重点科技领军企业推进科技创新的经验做法开展案例研究,最后研提了强化科技领军企业的战略科技骨干作用、加快优势科技企业培育壮大、鼓励科技领军企业成为基础研究主体、支持科技领军企业完善人才培养体系、强化企业知识产权和标准化工作等5个方面的对策建议.

Abstract

Technology-leading enterprises are crucial members of the national strategic scientific and technological forces,with strong original innovation capabilities and a leadership role in driving the industry.With the goal of accelerating the cultivation of leading technology enterprises in Zhejiang Province,this paper reviews the policy measures taken by advanced provinces in China to foster such enterprises,and conducts a comparative analysis among Beijing,Guangdong,Shanghai,Jiangsu,and Zhejiang to identify the strengths and weaknesses of Zhejiang's technology-leading enterprises,the article also carries out case studies of domestic and international key technology-leading enterprises in advancing scientific and technological innovation,finally,it proposes five strategic recommendations:to enhance the role of technology-leading enterprises as the backbone of strategic science and technology,to expedite the growth of advantageous technology enterprises,to encourage technology-leading enterprises to become the mainstay of basic research,to support technology-leading enterprises in improving their talent cultivation systems,and to strengthen intellectual property and standardization efforts within enterprises.
