The platform economy is an important economic model for the development of new productivity in the indus-trial field, but it still has an anti-competitive crisis that has a negative impact on the development of new productivity. It is particularly necessary to strengthen the anti-monopoly regulation of the platform economy by means of the rule of law.Guided by the concept of new quality productivity, this paper establishes the anti-monopoly regulation objectives of platform economy composed of value fairness, formal fairness and substantive fairness, and takes them as break-through points to build a"three-level"anti-monopoly regulation framework of platform economy. The first level is to realize the goal of value fairness and determine the anti-monopoly regulation concept of"father's love+mother's love"platform economy. The second level takes the realization of formal fairness as the goal, and determines the principle of structural rationality as the rule of law principle of platform economy antitrust. The third level is to achieve substantive fairness as the goal, with the relevant market definition as the core to build a platform economy antitrust rules system. In order to boost the implementation of the concept of new productivity in the field of platform economy, and create a fair and competitive platform economy market environment.
