It has been more than ten years since the the Belt and Road initiative was put forward.In this process,China has gradually acquired the ability and opportunity to innovate rules,such as the utility model rules which lack-ing international coordination.Participating countries and regional intellectual property organizations of the Belt and Road initiative have legislative basis,reform experience and coordination practice for the utility model system.Consid-ering the effect of utility model system in protecting incremental innovation,safeguarding the interests of participating developing countries,and improving the strength of international game of intellectual property rights,China should pro-mote the international coordinated action of utility model from soft law to hard law.This includes but is not limited to initiating coordination initiatives with the help of the the Belt and Road Forum for International Cooperation,advocat-ing the introduction of a model law on utility models by the World Intellectual Property Organization,drawing on the EU's open coordination mechanism for rule negotiation,etc.,and introducing the utility model system into more bilat-eral and multilateral trade agreement negotiation scenarios.
