美国智库信息技术与创新基金会运行模式及其启示

美国信息技术与创新基金会(ITIF)是全球领先的科技智库,其因原创思维、严谨的分析、务实的政策成为美国新兴科技智库的代表,在决策中正发挥着重要影响力,其智库目标、运行模式、研究领域等对我国科技智库建设具有借鉴意义.研究发现:该智库在智库目标上注重创新政策;在组织模式上注重多领域的智力资源、多来源的资金管理机制、完善的智库成果转化渠道;在研究领域上着眼中美科技竞争,聚焦清洁能源、数据创新、信息技术、量子等前沿技术趋势研究.据此,在研究分析ITIF智库运行规律基础上,提出了我国科技智库建设应注重结构合理的智库人才队伍建设、灵活多元的资金渠道、智库成果的应用和社会化机制等政策建议.
The Operation Mode and Enlightenment of the Information Technology and Innovation Foundation of American Think Tank
ITIF is the world's leading think tank of S&T.ITIF is becoming the representative of emerging think tanks of S&T in the United States because of its original thinking,rigorous analysis and pragmatic policies,and it is playing an important role in decision-making.It's think tank objectives,operation mode and research fields are of reference significance to the construction of S&T think tanks in China.The research findings of this paper are as follows:systematically summarizing the think-tank,which pays attention to innovation policy in the goal of think-tank;in the organizational mode,it pays attention to multi-field intellectual resources,multi-source fund management mechanism and perfect channels for transforming think tank results;in the research field,it emphasizes on the competition between China and the United States in science and technology and focuses on the research of cutting-edge technology trends such as clean energy,data innovation,information technology and quantum.Therefore,on the base of studying and analyzing the operation law of ITIF,and studying the objectives,research fields and operation mode of think tanks,this paper puts forward to some policy suggestions on the construction of S&T think tanks in China,such as focusing on the construction of think tanks with reasonable structure,flexible and diversified funding channels,the application of think tanks'achievements and socialization mechanism.
