摘要
[研究目的]数据基础设施是数字经济高质量发展的根基,为数据要素的流通、共享和增值提供技术基础和制度保障.[研究方法]首先提出数据基础设施的概念和内涵,分析其作用机理和重要性;接着结合北京发展实际,从基础建设、基础制度和基础环境三个维度分析现状特点,并指出在算力供给、连通性、应用场景等方面的发展挑战;最后提出强化北京数据基础设施建设的对策建议.[研究结论]新时期加快北京数据基础设施建设,要加快突破关键核心技术,强化数据基础设施协同性,夯实数据基础制度体系,完善数据流通支撑体系,以高水平的数据基础设施建设与运营支撑全球数字经济标杆城市建设.
Abstract
[Research purpose]Data infrastructure is the foundation for the high-quality development of the digital economy,providing technical and institutional support for the circulation,sharing,and value addition of data elements.[Research method]Firstly,it proposes the concept and connotation of data infrastructure,and analyzes its mechanism and importance.Then,combined with the actual development of Beijing,it analyzes the characteristics of the present situation from three dimensions:infrastructure,basic system and basic environment,pointing out the development challenges in computing power supply,connectivity and application scenarios.Finally,it summarizes some countermeasures and suggestions to strengthen the construction of data infrastructure in Beijing.[Research conclusion]To accelerate the construction of data infrastructure in Beijing in the new era,it is necessary to speed up the breakthroughs in core technologies in key fields,strengthen the synergy of data infrastructure,consolidate the data infrastructure system,improve the data circulation support system,and support the construction of global benchmark cities for digital economy with high-level data infrastructure construction and operation.
