中国高校国际科技合作的战略布局与管理创新分析

[研究目的]高校是科技、人才和创新的重要结合点,是国际科技交流合作的重要阵地,对其进行分析具有重要现实意义.[研究方法]从科研管理视角出发,基于北京大学、浙江大学、上海交通大学、清华大学、复旦大学五所国际化合作水平较高的国内高等学府关于国际科技合作的战略布局与管理创新,从战略规划、体制机制、专项基金、人才队伍等角度总结了国内高校为推进国际科技合作采取的一系列创新举措及取得的成功经验,并根据校级国际科技合作工作开展过程中暴露出的部分问题进行了思考.[研究结论]对此,提出国内高校深化国际科技合作的建议:加强顶层设计和统筹谋划、转变合作思路开拓新赛道、组织实际举措确保战略落地.
Strategic Planning and Management Innovation Analysis in International Scientific and Technological Collaboration at Chinese Universities
[Research purpose]Colleges and universities are critical convergence points for science,talents,and innovation,serving as key platforms for international scientific and technological collaboration.It is of great practical significance to analyze them.[Research method]From the perspective of research management,this study examines the strategic planning and management innovation in international scientific and technological cooperation at five highly internationalized Chinese universities,including Peking University,Zhejiang University,Shanghai Jiao Tong University,Tsinghua University,and Fudan University.It summarizes the innovative measures and successful experiences these universities have adopted to promote international collaboration in strategic planning,institutional mechanisms,special funds,and talent development,and so on.The study also reflects on problems encountered during the implementation of university-level international collaborations.[Research conclusion]Based on these insights,recommendations are proposed for enhancing international scientific and technological collaboration at Chinese universities:strengthening top-level design and overall planning,shifting collaboration approaches to explore new domains,and organizing practical measures to ensure strategic implementation.
