The Status Quo of Implementation and Optimization Countermeasures of the Project Organization Model of the Open Competition Mechanism to Select the Best Candidates—An Analysis Framework Based on Institutional Theory
[Research purpose]The project organization model of the open competition mechanism to select the best candidates was proposed to to achieve breakthroughs in core technologies in key fields and has been explored and practiced in multiple provinces and cities across the country.As a new measure of China's scientific and technological system reform,the project organization model of the open competition mechanism to select the best candidates requires a systematic study of the status quo of implementation of the model and the proposal of optimization countermeasures.[Research method]Based on the institutional theoretical research framework,this paper makes a comparative study of the implementation of the project in Beijing,Shanghai and Guangdong Province by means of policy analysis,field research,and questionnaire survey,analyzing the practical effect of the model.The key indicators to measure implementation are the policy release of the project,academic research trends,organizational mechanisms,and practical situations.[Research conclusion]The model has achieved some results in mechanism innovation and technological breakthroughs,but there is still room for improvement.Based on the above research,policy recommendations have been proposed to build an open platform for application scenarios,giving play to the strategic advisory role of think tanks,and improving the complementary relationship between government and enterprises.
