Ethical governance of science and technology is a strategy concerning sci-tech ethicsput for-ward by China to deal with the problems and challenges in scientific and technological development,aiming at realizing the positive role of scientific and technological development in social progress and enhancement of hu-man well-being.Development ethics highlights the important value of ethics in social development from the du-al dimensions of"ethics of development"and"ethical development",which can lay a theoretical foundation for correctly handling the relationship between scientific and technological development and ethical governance of science and technology,and giving full play to the role of sci-tech ethics in the rational development of science and technology.Based on the theoretical vision and methodology of"development ethics",we should optimize the path of ethical governance in science and technology by strengthening its forward-looking ethical responsi-bility,paying attention to its dynamic renewal of ethical norms,perfecting its multiple participation mechanism,and paying attention to its systematic adjustment.
