The commodification of data has given rise to a new form of exploitation,namely,data colonial-ism.Compared to traditional colonialism in terms of colonial resources,means of control,and mode of economic operation,data colonialism brings unprecedented risks and challenges through the monopoly of data resources and technological control to achieve implicit domination of society,economy,and even national sovereignty.Data capitalization is the exploitative motive of data colonization,and the cloud empire integrated by the quanti-tative sector of society constitutes the real field of data colonization.The rise of data colonialism not only erodes personal privacy,manipulates social behavior and distorts market competition,but also poses a threat to national data security and exacerbates the global digital divide.For this reason,it is necessary to build a digital civiliza-tion to transcend data colonialism,including by strengthening the protection of personal data privacy,reinforcing the cultivation of digital literacy,promoting economic innovation in the data market,strengthening national data security governance and deepening the development of the global digital economy,thus creating a more equita-ble,inclusive and sustainable digital civilization society.
