摘要
应急信息为应急管理提供辅助决策,其科学性、时效性以及合理性直接影响着突发自然灾害事件应急处置工作,加强应急信息有效性是提升应急管理水平的必然要求.以河南暴雨事件为例,采用大数据Python爬虫技术抓取官网及微博评论,运用扎根理论剖析应急信息有效性的影响因素,以物理-事理-人理(WSR)系统方法论为指导,将影响因素纳入物理、事理及人理三个范畴;通过构建SEM模型,基于调查问卷数据实证分析各因素对应急信息有效性的影响方向、影响强度以及相互作用.结果表明,物理、人理相关因素能显著影响应急信息有效性.本研究扩展了应急信息研究的理论框架,为提高公共危机事件应对能力提供方法借鉴.
Abstract
Emergency information provides auxiliary decision-making for emergency management.Its scientific,timeliness and rationality directly affect the sudden natural disaster events.Strengthening the effectiveness of e-mergency information is the inexorable requirement to improve emergency management capability.In the first study,the rainstorm event in Henan Province was taken as an example,the big data Python crawler technology was used to obtain capture the official website and microblog comments,and the grounded theory was used to ana-lyze the influencing factors of the effectiveness of emergency information.Under the guidance of the Wuli-Shili-Renli(WSR)methodology,the influencing factors were classified into three categories:Wuli factors,Shili fac-tors and Renli factors.In the second study,based on the questionnaire survey data,this paper empirically ana-lyzed the influence of various factors on emergency information effectiveness by using structural equation model,the impact direction and impact intensity were discussed.The results show that Wuli,Renli factors can signifi-cantly affect the emergency information effectiveness.This study expands the theoretical framework of emergency information research and helps to improve the emergency management capability.
