A Hesitant Fuzzy Multi-Level Superiority and Inferiority Method for Evaluating Regional Green Design Capability
The evaluation of regional green design capability is an important link to reflect the current state of re-gional green design and achieve the coordination of human activities and the natural environment.To address this evaluation issue,a hesitant fuzzy multi-level superiority and inferiority ranking method(HF-SIADE)is pro-posed,representing expert group preferences using the N AI ADE preference function under the SIR framework.Firstly,the hesitant fuzzy element(HFE)is used as the evaluation information carrier to comprehensively de-scribe the opinions of the expert group in evaluating regional green design capability.Secondly,for the evaluation of regional green design capability,the preferences of expert groups should be considered,and the specific inten-sity information of superiority and inferiority should be intuitively defined.A class of HF preference functions,re-flecting four-level superiority and inferiority,is proposed and demonstrated.Thirdly,to obtain the ranking of su-periority and inferiority with qualitative changes,a superiority and inferiority flow that takes into account four kinds of preference relations is designed based on the TOPSIS closeness idea.Finally,using the evaluation of green design capabilities in five southwestern provinces as an example and supplemented with comparative analy-sis,the evaluation results obtained are more consistent with the actual situation,verifying the feasibility and effec-tiveness of this method.Research confirms that this method comprehensively considers the expression of decision makers'preferences and the strength information representation of qualitative variability,and has a certain theoret-ical reference value.
