Digital literacy is a key competency and trait to develop in order to achieve digital transformation,and the digital literacy of pre-service teacher largely determines the level of digital literacy of future teachers.Based on the Iceberg Model of competency,combined with the experiences of international organizations such as the European Union and the policy provisions promulgated in China,this paper develops a digital literacy framework for pre-service teacher,which contains five dimensions:digital theoretical knowledge,digital operational skills,digital professional skills,digital safety skills and digital competitiveness.The scale is analyzed for items to test the differentiation between topics.Then the scale is analyzed for reliability and exploratory factor analysis to test the validity of each construct.Finally,validation factor analysis is used to validate the structure of the Pre-service Teacher Digital Literacy Scale and the ideal of each fitted indicator by using 1,167 students from H Normal University as the study population.The results confirm the structural reliability of the Pre-service Teacher Digital Literacy Scale,which has some applicability and can be used as an assessment tool for teacher education students'digital literacy.
