Specialization and modernization are the inevitable trends and goals for the development of provincial educational examination institutions.This study employs text analysis and questionnaire surveys to investigate 31 provincial educational examination institutions in four aspects:value concepts,core functions,organizational structure,and talent teams.The research identifies five issues in the specialization and modernization development of these institutions:incomplete concept construction,insufficient comprehensive functional positioning,unclear organizational structure,lack of focus on professional development,and weak empowerment for development.Five strategic recommendations for the construction of specialized and modernized educational examination institutions in the new era are proposed:to implement the examination reform plan to grasp the overall strategy for institutional development,to optimize the overall layout of institutional development based on actual conditions,to strengthen talent team training to replenish the reserve force for institutional development,to enhance exploration of intelligent examination processes to provide a driving force for institutional development,to refine the cultural connotation of examination processes to enhance the soft power of institutional development.
