摘要
国际海域蕴藏着多种自然资源,对国际海底区域资源勘探开发已成为各国政治、经济、科技、军事角逐的重要赛场.基于中国国际海底区域资源勘查开发的现状,分析了中国在该领域的政策、技术发展现状与国际参与情况,指出了自主创新能力不足、合作平台缺失、人才匮乏及深海权益维护能力短板等挑战.通过回顾挪威、日本在海底资源开发的经验,提出了提升中国在国际海底区域资源勘探开发水平的战略建议.
Abstract
Exploration and development of resources in the international seabed area has become an important arena for political,economic,technological,and military competition among countries.Based on the current status of China's exploration and development of international seabed resources,the importance of seabed resource exploration and development was emphasized.Secondly,the cur-rent situation of China's policy,technology development and international participation in this field were analyzed.Then,challenges were identified such as insufficient independent innovation capabilities,lack of cooperation platforms,scarcity of talent,and shortcom-ings in the ability to safeguard deep-sea rights and interests.By reviewing the experiences of Norway and Japan in seabed resource de-velopment,countermeasures to enhance the level of China's seabed resource exploration and development are proposed.
