National scientific and technological security:Risk deconstruction,system resilience and implementation path
Scientific and technological security is integral to national and non-traditional security.Currently,theoretical research in scientific and technological security is still in early stages,with three research gaps identified:Firstly,the theoretical foundation needs clarification,and a systematic theoretical framework has not yet been established.Secondly,the characterization of scientific and tech-nological security risks is relatively scattered,requiring systematic integration and refinement.Finally,the direction of governance is not yet clear,and there is an urgent need for new empowering concepts.According to the writing logic of"theoretical-realistic-gov-ernance,"this article provides a theoretical overview of scientific and technological security,deconstructs the risk situation and real manifestations,and clarifies the conceptual definition of scientific and technological security.In order to realize the modernization of scientific and technological security governance,this paper introduces the concept of resilience into the field of scientific and technolog-ical security governance,constructs the governance framework of system resilience of scientific and technological security,interprets its specific connotation and proposes the measurement and warning system driven by large models and big data.Finally,the paper puts forward the path to realize the system resilience of scientific and technological security.On the one hand,this article clarifies the con-ceptual expression of scientific and technological security and its systemic resilience,strengthening the foundational theoretical research on scientific and technological security.On the other hand,it focuses on the modernization of the national scientific and technological security governance system and governance capabilities,providing insights into future research directions.
