The Differences and Convergence Effect among National Innovative Cities' Innovation Abilities: Based on Technology Achievement Index
Industries' upgrading of a country and the basic ability of technology innovation can be well reflected by Technology Achievement Index which was set up by UNDP in 2001. Based on the natural request of innovative cities, we calculated the TAI of 21 innovative cities in the period of 2001-2008. The study shows that the 21 innovative cities' TAI and 4 sub-indicators all show a trend of increasing. In addition, there are no big differences among these cities in aspects of diffusion of recent innovations, diffusion of old innovation, human skills, except creation of technology which directly results in the differences of TAI among these innovative cities. The research also presents these cities' TAI has an absolutep-convergence effect, and the effect becomes more obvious while considering control variables of economical development level, industrial structure and degree of openness.
