Research on the Problems and Countermeasures of Strengthening the Main Position of Enterprise Innovation under the New Situation
The world today is undergoing profound changes unseen in a century,reverse globalization globalization is intensifying,and the game of science and technology has become the focus of competition among great powers.As China has turned into a stage of high-quality development in an all-round way,the contradiction between the people's growing needs for a better life and unbalanced and inadequate development has become increasingly prominent.Scientific and tech-nological innovation has also been put forward with new requirements.Therefore,we must give full play to the leading role of scientific and technological innovation in high-quality development,enhance enterprises'independent innovation ability,and break through key core technologies as soon as possible.How to strengthen the dominant position of enter-prises in innovation and make good use of their role in innovation is an important issue affecting our overall development,and an inevitable requirement for our country to firmly hold the initiative in development.Under the new situation,the dominant position of enterprise innovation also presents new connotation and characteristics.However,the existing re-search on the connotation,characteristics and existing problems of enterprises as innovation subjects under the new situa-tion shows a fragmented state,which is difficult to play a guiding role in practice,resulting in the relevant personnel's un-clear understanding,incomplete understanding and inaccurate grasp of the theory that enterprises are innovation subjects in actual work.Therefore,to deeply understand the new situation and new requirements faced by enterprises as innovation subjects,accurately grasp the connotation and characteristics of enterprises as innovation subjects,and condense the specif-ic problems existing in Chinese enterprises as innovation subjects is crucial to strengthen the status of enterprises as inno-vation subjects.Based on the relevant theories of the innovation ecosystem,this study demonstrates the position of enterprises as in-novation entities in the national innovation ecosystem,and explains their relationship with entities such as universities,re-search institutions,and technology intermediaries.At the same time,considering the new characteristics of current innova-tion development,this study constructs a theoretical analysis framework for enterprise innovation entities in the new situa-tion from four dimensions:innovation decision-making,R&D investment,organizational implementation,and value realization,and conducts a specific analysis of its connotation,characteristics,and existing problems.Using a combination of qualitative and quantitative analysis methods,this study found that innovation investment in Chinese enterprises contin-ues to strengthen,innovative products continue to emerge,the role of enterprises in innovation gradually strengthens,and the main position of enterprises in innovation is basically established.However,compared to the requirements of compre-hensively building a socialist modernized power,the position of enterprise innovation as the main body is not yet strong enough,mainly manifested in the following.(1)From the perspective of the main body of innovation decision-making,en-terprises have insufficient participation and discourse power in national scientific and technological innovation deci-sion-making.(2)From the perspective of the main body of R&D investment,the intensity of enterprise R&D investment is not high and the structure is not optimal.(3)From the perspective of organizational implementation entities,the ability of enterprises to organize innovative activities needs to be improved.(4)From the perspective of the main body of value realization,enterprises lack high-quality innovative achievements and have weak ability to transform them.In the future,strengthening the dominant position of enterprise innovation needs to start from the following aspects.First of all,accelerate the concentration of high-end innovation resources in enterprises.Second,give full play to the role of enterprises in the national science and technology decision-making system.And then,increase enterprises'willingness to in-novate and their capacity for independent innovation.Next,encourage enterprises to organize other innovation entities to carry out collaborative innovation.Finally,we need to improve the innovation environment that promotes value realization.
