基于政策目标网络的人工智能政策布局与优化分析

转型发展时期人工智能企业创新出现新情境与新需求,迫切需要系统化思考政策体系设计布局,发挥国家政策积极引导作用.以我国中央层级人工智能政策为对象,基于政策目标网络等政策计量方法识别核心政策目标、核心政策年份、核心政策部门,以及政策目标的时间分布和机构分布,探究我国人工智能政策特征、不足与改进方向,从整体政策体系维度探究人工智能政策对企业创新的布局及其演化,为企业创新政策设计提供决策支持.分析发现,我国人工智能政策体系以"创新政策"为核心,具有数量规模化、结构体系化、功能全面化等特征.但也存在政出多门、条块分割、政策多元性与平衡性欠缺、急需构建国际话语体系等不足.未来需要在人工智能组织与管理部门设立、人工智能法律法规、伦理规范、多元参与、风险识别与防范以及创新政策组合等6个方面开展优化.
Analysis of Artificial Intelligence Policy Layout and Optimization in China Based on Policy Target Network
Explore the characteristics,shortcomings and improvement direction of China's AI policy,analyze the layout and evolution of AI policy on enterprise innovation from the perspective of overall policy system,and provide deci-sion support for enterprise innovation policy design.Based on China's AI policy data,this paper analyzes the AI policy layout and innovation policy characteristics from five dimensions:(1)Build a policy target co-occurrence network,and identify the core policy targets of China's AI policy based on the network centrality.(2)Design"contribution degree"indicators,identify the core years of AI policies,and explore the development trend.(3)Build China's AI policy joint issuance network and identify the core policy agencies.(4)Build a network of"implementation time-policy targets",identify the time distribution of policy objectives,and explore core policy targets at different stages.(5)Build a network of"policy departments-policy targets",identify the sectoral distribution of targets,and explore the core policy targets of different departments.Finally,based on the above policy layout analysis,and integrating the comparative analysis of discourse in the field of artificial intelligence,identify the characteristics and shortcomings of AI policies,discuss the relationship between"innovation"and"standardization",and explore the core issues and optimization direction of enterprise innovation policies from the perspective of the overall policy system.The research finds that:(1)"Ministry of Industry and Information Technology","Ministry of Transport","National Development and Reform Commission","Ministry of Science and Technology","Ministry of Housing and Urban Rural Development"are the core departments and cooperation subjects of AI policy.The policy introduction is systematic,focus-ing on technology and industrial development.(2)"Innovation policy"is the core of AI policy system,and"innovation driven"is the basic principle.It emphasizes the integration,development and innovation of AI and traditional industries,so as to improve the quality of relevant products,services and projects,and promote economic and social development.(3)Focus on diversified policy tools,including"establishing artificial intelligence pilot projects","standard formulation and implementation","regulating market order and management behavior",and"talent training".(4)The AI industry inno-vation policy focuses on the following areas:intelligent transportation,intelligent manufacturing,smart city,environmental protection,smart grid,Internet integration,smart medicine,big data application,etc.AI policy deficiencies and improvement directions in China include:(1)Lack of specialized"AI"organizations and management departments.(2)The"laws and regulations"of AI need to be further improved.(3)The"ethical norms"re-lated to AI need to be improved.(4)Encourage and standardize diverse participation in the field of artificial intelligence.(5)Further strengthen the risk identification and prevention,and systematically predict the AI development trend.(6)Coor-dinate the balance between"innovation"and"regulation"in the development of AI industry from an overall perspective,and optimize the"target-instrument"combination of innovation policies.
