Enterprise Innovation Policy Ecosystem from the Perspective of Entire Innovation Chain:A Theoretical and Evaluation Framework
In the era of corporate positioned the dominated status of innovation,the government,in order to facilitate the innovation capabilities of enterprises,has been consistently enriching and refining the policy framework.Gradually,this has contributed to the formation of an enterprise innovation policy system based on the socialist market economy of China.However,with the increasing number of innovation policies and participating departments,the complexity of the cross-sectoral,multifunctional,multi-domain,and multi-level aspects of the enterprise innovation policy system has be-come increasingly apparent.There are even instances of certain policies conflicting with each other,leading to mutual in-terference and clashes.Confronted with the complex landscape of technological and corporate development,existing theories struggle to pro-vide optimization strategies from a holistic efficiency perspective.This has prompted contemplation on constructing a more collaborative theory of enterprise innovation policy.In response,this study proposes the theory of Enterprise Innova-tion Policy Ecosystem(EIPE)to adapt to the complexity of policies and provide relevant theoretical references for en-hancing the overall effectiveness of policies.This research primarily combines theories of the innovation process,policy process,and complex adaptive system to theoretically analyze and propose a corresponding evaluation framework for EIPE.To start with,adopting a comprehen-sive innovation chain perspective,the theoretical framework of EIPE is constructed based on the policy process and com-plex adaptive system(CAS)theory.This framework delineates the policy process dimensions of"policy formulation-poli-cy mix-policy network-policy diffusion."Given the focus on analyzing enterprise innovation activities,the framework further characterizes complex adaptive relationships among different policy subjects,objects,and stakeholders from the dimensions of"knowledge production-knowledge application-knowledge diffusion-knowledge feedback."This analysis aims to understand how various components in different policy processes support the synergistic development of the entire innovation chain,facilitating interactive analysis among the innovation chain,policy chain and participants.Then from the perspective of functions and activities,the study clarifies the functional meanings and evaluation framework of EIPE.From the policy process system perspective,there are five main functions,including national-level macro guidance,regional-level mid-level regulation,local-level micro support,intergovernmental coordination,and tempo-ral evolution inheritance.From the innovation process system perspective,there are seven main functions,including scien-tific discovery and basic research in the knowledge production scope,technology development and business transforma-tion in the knowledge application scope,technology iteration and diffusion in the knowledge diffusion scope,and multi-level innovation in the knowledge feedback scope.Considering the comprehensive perspective of the enterprise in-novation policy ecosystem,the deconstruction of its functions is primarily based on four ecosystem attributes:complete-ness,coordination,consistency,and adaptability.On this basis,the paper proposes specific quantitative analysis frame-works for each of these functions to achieve functional measurement.This study provides a theoretical basis for the construction of innovation policy ecosystem that enhances enter-prise innovation capabilities from a holistic innovation chain perspective.Furthermore,it expands the application of the enterprise innovation ecosystem at the policy level.Based on this,future research can further improve and refine the enter-prise innovation policy ecosystem through case analysis,empirical test,mechanism analysis,and development strategy analysis.
