Research on the Policy Focus Changing and Policy Tools Selection of China's Industrial Internet
At present,China's manufacturing enterprises are facing challenges such as the complex and changeable ex-ternal environment.The improvement of China's industrial internet technology level and service capability can support the coordination of supply chain,innovation chain and capital chain of manufacturing enterprises under the new development pattern,and become an important driving force to promote the digital transformation of SMEs.Optimizing relevant policy tools and layout priorities is of key significance for China to improve support capacity of industrial internet.Existing researches have been conducted on the main types of policy tools,the application of innovation policies in key areas from the perspective of policy tools,and the role and evolution mechanism of innovation policy tool combina-tions.However,these researches lack attention to industrial internet innovation policies,and has not systematically ana-lyzed relevant innovation policies based on the characteristics and underlying logic of policy tool focus evolution,neglect-ing the impact of relevant policies on the innovative development of industrial internet enterprises.Therefore,it is urgent to systematically review China's industrial internet policies,analyze the key points and challenges of China's industrial internet policy layout,explore the mechanism of China's industrial internet policy promoting enterprise innovation and development,and provide reasonable and feasible suggestions for optimizing the selection of industrial internet policy tools.The study screens innovation policy texts for China's industrial internet from 2015 to 2022,conducts key word cloud and high-frequency word clustering analysis.Based on policy tool related theories,the study identifies the changes in the focus of industrial internet innovation policies and the characteristics of policy tool evolution in various stages from the perspective of classification of supply-side,environmental-side,and demand-side policy tools.The study also analyzes the development characteristics of China's industrial internet enterprises at different stages and the key role of relevant pol-icies in cultivating leading industrial internet enterprises and enabling small and medium-sized enterprises to apply.Final-ly,based on these works,a comprehensive optimization approach for China's industrial internet policy is proposed.The research finds that the focus of China's industrial internet innovation policies has shifted from"industrial infra-structure construction"and"construction of production application network systems"to"standard system construction"and"industrial internet application and promotion".The policy tools have evolved from"supply-side policy tools dominated"to"supply-side and environment-side policy tools are relatively balanced".The characteristics of enterprises development have evolved from"application scenario exploration"and"technical capability enhancement"to"innovation ecological cultivation".In the selection of supply-side policy tools,it is suggested to further optimize the industrial inter-net infrastructure,improve the level of public services and technical standard system;In terms of environment-side policy tools,it is recommended to strengthen support for financial services and tax incentives,and optimize regulatory policies and governance level;In view of the limited application of"demand-side policy tools",it is recommended to strengthen the traction of demand.
