Innovation Resource Aggregation,Regional Collaborative Innovation,and High-Quality Development of the Beijing-Tianjin-Hebei Region
Innovative urban clusters,focusing on the synergy between innovation chains and industrial chains through planning and institutional integration,are becoming a significant trend in the integrated development of regional innova-tion.Currently,the Beijing-Tianjin-Hebei region,despite its overall abundance of innovative resources,faces challenges due to uneven comprehensive development levels,unclear organizational division and co-construction contexts,irrational internal distribution of scientific and technological elements,and inactive innovation element markets.This has resulted in a low degree of collaboration among various innovation entities within the region,with cooperative innovation still in its nascent stage.However,it is evident that the construction of a regional collaborative innovation community is the"prime mover"for the coordinated development of Beijing,Tianjin,and Hebei,with the fundamental solution lying in innova-tion-driven and regional collaborative innovation.Yet,existing literature lacks in-depth discussion on the relationship be-tween innovation resource aggregation,collaborative innovation,and the coordinated development of Beijing,Tianjin,and Hebei.There is an urgent need to incorporate these three elements into the same theoretical analysis framework,depicting the current characteristics and theoretical logic of the coordinated development of Beijing,Tianjin,and Hebei from a multi-dimensional perspective and employing empirical methods for verification.By examining the basic factual characteristics of innovation resource aggregation and regional collaborative innova-tion in the Beijing-Tianjin-Hebei area,this study constructs a theoretical framework of their interaction empowering high-quality development in the region,aiming to contribute in three aspects:Firstly,focusing on the current characteris-tics of innovation resource aggregation and regional collaborative innovation in the three areas,exploring the main existing problems.Secondly,depicting the positive interaction between innovation resource aggregation and regional collaborative innovation,discussing the effectiveness and characteristics of this interaction in empowering high-quality development in Beijing,Tianjin,and Hebei.Thirdly,based on the research results,providing theoretical support and policy references for accelerating the construction of a collaborative innovation community and realizing coordinated development in Beijing,Tianjin,and Hebei.Therefore,using urban panel data from 2014 to 2020 for the three areas and employing spatial simultaneous equation models and spatial error models,the study empirically tests the relationship between innovation resource aggregation,re-gional collaborative innovation,and high-quality development in Beijing,Tianjin,and Hebei.The findings reveal:(1)Inno-vation resource aggregation and regional collaborative innovation have a mutually beneficial interaction mechanism,which is transmitted not only through direct impacts between the two but also through spatial spillover effects.(2)Both innova-tion resource aggregation and regional collaborative innovation,along with their interaction,significantly promote high-quality development in the three areas,confirming that accelerating the integration of innovation resources and collab-orative innovation is the fundamental driver for high-quality coordinated development in Beijing,Tianjin,and Hebei.(3)Negative spatial spillover effects exist between innovation resource aggregation and regional collaborative innovation among cities in Beijing,Tianjin,and Hebei,revealing a reality where the hoarding effect of innovation resource aggre-gation outweighs its diffusion effect,thereby weakening the interactive effects of innovation resource aggregation and re-gional collaborative innovation.These findings indicate existing issues in building a collaborative innovation community in Beijing,Tianjin,and He-bei,such as low efficiency in innovation chain transformation,dispersed innovation cooperation platforms,serious talent loss and"leapfrogging"of technology,weak alignment between Beijing's innovation entities and the industrial chains in Tianjin and Hebei,and insufficient resource integration capability of"chain leader"enterprises in Tianjin and Hebei.Based on these conclusions,the study proposes policy recommendations following the overall approach of"resource sharing-chain integration-collaborative innovation-innovation ecology."These include:(1)Promoting the"sharing,cultiva-tion,attraction,and utilization"of innovation elements to guide the efficient aggregation of high-quality resources.(2)Strengthening technological innovation support platforms to enhance innovation activities and chain capabilities.(3)Jointly building collaborative innovation demonstration zones to optimize the spatial layout of innovation functions.(4)Collaboratively breaking through key core technologies to create a world-class innovation ecosystem.
