面向京津冀协同发展的"协同创新生态系统"构建:现状、模式与瞻望

构建京津冀协同创新发展体系是大国竞争背景下实现中国式现代化建设的重要一环,如何发挥京津冀创新主体的差异化禀赋与异质性资源的比较优势以实现高质量的协同创新,已成为相关研究的核心议题.然而,现有理论在分析实现"京津冀协同创新发展"的总体战略上缺乏适切视角与整合性框架.从生态系统视角出发,在回溯京津冀协同创新发展历程的基础上,构建整合性的区域"协同创新生态系统"(Collaborative Innovation Ecosystem,CIE)框架,提出自传统"机械协同观"向"生态协同观"的转变,从微观要素层、中观产业层与宏观系统层3个维度,深入讨论"以生态促协同"的京津冀创新发展总体模式与实现路径.
Collaborative innovation development of Beijing-Tianjin-Hebei is a major regional strategy to support China's modernization,aiming at relieving Beijing's non-capital functions,exploring"China's solution"to the"big city problem",and constructing a new narrative of Chinese-style innovation development.Improving the collaborative innova-tion system of Beijing-Tianjin-Hebei is of great significance for promoting regional collaborative development,building a world center of science and technology innovation,and responding to the domestic needs and international situation of competition in science and technology innovation among big countries.Against this backdrop,exploring how to scientifi-cally utilize the differentiated endowments of regional entities,optimize heterogeneous resource allocation,and foster eco-logical dynamic complementarity has become a crucial issue in achieving the coordinated and sustainable innovative development of the"Beijing-Tianjin-Hebei"region.However,existing theoretical and empirical explorations of"Coordinated Innovation and Development of the Beijing-Tianjin-Hebei Region"lack an appropriate perspective and integrative framework in terms of the overall pattern of innovation development and specific development strategies,and face three core challenges.First,there is a lack of appropriate research perspectives,and the traditional mechanical view of the innovation system with functionality and efficiency as the core orientation is unable to effectively solve the coexistence and governance problems of multiple innovation subjects,resources and modes.Secondly,there is a lack of a comprehensive research framework to scientifically analyze the complex interaction mechanism of a large number of innovation elements and the related synergistic patterns,i.e.,how the innovation elements in different regions and at different stages of development should be coordinated in order to obtain higher synergistic innovation effectiveness.Thirdly,there is a lack of multi-level strategy system,and the cate-gorization of sub-systems and micro-strategies at various levels is not sufficiently explicit,resulting in the absence of a multi-level strategy system to provide development guidance for different levels of subjects in the collaborative innovation system of the Beijing-Tianjin-Hebei region.To address these challenges,this research,on the basis of retrospectively reviewing the collaborative innovation poli-cies and practices in Beijing-Tianjin-Hebei,introduces the basic theory of Population Ecology,and follows the research path of Innovation Ecosystems in an attempt to construct a framework of regional"Collaborative Innovation Ecosystem"(CIE),which conceptualizes collaborative innovation of diversified subjects as a process of competition and evolution at the level of elements,industries and systems,aiming at realizing the shift of the traditional"mechanical view of collabora-tion"to the"ecological view of collaboration"by utilizing the framework of Collaborative Innovation Ecosystem(CIE).This research aims to use the Collaborative Innovation Ecosystem(CIE)framework to shift from a traditional me-chanical synergy view to an ecological synergy view.This research paper explores the effective mode and feasible path of realizing the collaborative innovation development of Beijing-Tianjin-Hebei through"ecology promotion of synergy"on three dimensions:micro-factors,meso-industry,and macro-systems.In particular,at the micro-factor level,the ecological competition and synergy of the diversity of innovation factors(subjects,resources and modes)will be explored,and the model of replacing homogeneous factor synergy with heterogeneous factor synergy will be explored,so as to better utilize the factor endowments and comparative advantages of different regions of the Beijing-Tianjin-Hebei region.At the meso-industry level,based on the philosophical view of science and technology of"moderation",two key issues are discussed,namely,the competitive governance within the ecological niche of the industry and the collaborative innovation among the ecological niches of the industry.At the macro system level,a collaborative innovation ecosystem with sustain-able competitive advantages is constructed from the three dimensions of innovation ecosystem evolution,innovation results emergence and sustainability of innovation advantages,relying on the benign evolution of the ecosystem to realize the sustainable development of Beijing-Tianjin-Hebei collaborative innovation.Based on the above findings,this research extends the three perspectives of medium,macro and micro,and put forward policy suggestions for a multi-level strategy for the Beijing-Tianjin-Hebei collaborative innovation ecosystem.At the micro-subject dimension,it is not only essential to explore the innovation of diversified organizational structure in the scientific research ecosystem,but also the innovation of diversified synergistic relationship in the innovation ecosystem.At the meso-industrial dimension,firstly,it should break the small ecology of the system and emphasize the macro top-lev-el design and the meso-industrial policy of"one chess board",secondly,it should deepen the institutional mechanism of multi-chain convergence of"innovation chain,industrial chain,capital chain and talent chain",and furthermore,it needs to strengthen the construction of industrial general innovation infrastructure,such as general big model.Furthermore,it is re-quired to strengthen the construction of industrial general innovation infrastructure such as the general model.At the mac-ro-system dimension,it strives to bring into play the ecological radiation effect,the ecological arch-guard effect and the ecological emergence effect,and promotes the exploration of the"ecology promotion of synergy"of the overall model and realization path of the Beijing-Tianjin-Hebei innovative development.
