Promoting the Construction of Xiong'an New Area with High-Standards and High-Quality:History,Logic and Path Selection
Since the establishment of Xiong'an New Area in Hebei Province,it has experienced three stages:planning and layout,substantive construction,large-scale construction and undertaking the non-capital functions of Beijing,and has made major progress.Taking into account the development stage,scientific and technological innovation trend,geographi-cal location,resource endowment and international environment,the theoretical and logical framework for the develop-ment and construction of Xiong'an New Area is put forward.First,innovative development is the fundamental driving force.Based on the unique innovation resources and factor endowment,Xiong'an New Area deeply cultivate three-dimen-sional innovation methods:central enterprises-led integrated innovation,platform enterprises-led cross-border collaborative chain innovation,and future industries-led forward-looking layout subversive innovation,so as to achieve innovative devel-opment.Second,coordinated development is the strong support.Coordinate the development of regions,industries,urban spatial layout,and culture and society.Third,green development is the core foundation.Build a green and ecological new city with ecological priority,green and low-carbon,safety and resilience,and wisdom,so as to achieve a harmonious coex-istence between man and nature.Fourth,open development is the only way.Internally,do a test field for reform and develop-ment,and externally,continue to promote the improvement of China's openness,and create a new open development land with stratified radiation and win-win cooperation.Finally,shared development is the ultimate goal.Put people at the cen-ter of development,take their needs as our guidance,and make cities livable,workable,governed by all and shared by all.In light of the new instructions and requirements for construction in the new era,the path to promote the high-stan-dard and high-quality development of the Xiong'an New Area includes the following five aspects:(1)Supporting innova-tion development by forming a"new fusion".First,extending the scientific and technological innovation functions of Bei-jing to the Xiong'an New Area.Second,guiding the innovation elements and innovation platform resources of Beijing,Tianjin,and Hebei to gather and radiate to the Xiong'an New Area,and jointly supporting the formation of an innovation"fusion field"in the Xiong'an New Area.Third,integrate imported industrial innovation genes and cultivate indigenous in-novation genes in Xiong'an.(2)Fostering a"new structure"to promote coordinated development.First,improve the struc-ture of coordinated regional development.Second,coordinate the spatial structure of the Xiong'an New Area and its sur-rounding areas.Third,build a modern industrial system in Xiong'an to achieve coordinated development of the industrial structure.(3)Promoting green development by expanding a"new layout".First,realize a safe and smart living layout.Second,achieve a green and efficient production layout.Third,realize the ecological layout of forest and water depen-dence.(4)Building a"new mechanism"to facilitate open development.First,deepen institutional reform.Second,acceler-ate institutional opening-up.Third,actively participate in domestic and international cooperation.(5)Ensuring shared development by building a"high quality".First,improve the quality of living.Second,improve the quality of public services.Third,achieve diversified governance with the participation of the government,society and citizens to improve the quality of governance.
