The Current Situation,Problems and Countermeasures of the Service Guarantee Policies for Foreign Talents in China
Foreign talents are an essential component of China's scientific and technological human resources,and also a significant force to support the modernization and development of China.In order to further promote the service guarantee policy system for foreign talents and expedite the creation of a globally competitive mechanism for attracting talents,which ensure that foreign talents can genuinely arrive,reside,contribute effectively,and have mobility within Chi-na,it has increasingly becoming the key in establishing China as a major global talent center and innovation highland.Research has selected over 10 issues that foreign talents are most concerned about,including visa,work permit,resi-dent permit,permanent residence,social insurance,healthcare and medical services,individual income tax,children's edu-cation,and foreign exchange,etc.The research team has reviewed and analyzed more than 300 relevant laws and regula-tions as well as central and local policy documents.In addition,a series of round-table discussions,interviews,and field research have been conducted to uncover the main issues currently faced and to propose suggestions for the implementa-tion and adjustment of foreign talent service guarantee policies.Research indicates that since the reform and opening up,China's service guarantee policies for foreign talents have experienced a process of the starting,developing and gradually systemizing.It has become an important aspect of creating a good institutional environment for retaining talents.At present,China constantly optimize the"access"policy for foreign talents'visa,work permit,residence permit and permanent residence,as well as the"life service"policy of social security,health care,individual income tax,children's education,purchase remittance.These efforts have increased the policy coverage,expanded the beneficiaries,improved management and the supporting systems,as well as the policy innovation combining with the actual demand of foreign talents,which has considerable success.However,there are still shortcomings in China's service guarantee policies for foreign talents.Firstly,the legal con-struction for work permits,permanent residence and skilled immigration is still not good enough,and responsibilities are scattered in various departments,with insufficient top-level design and overall coordination.Secondly,the criteria and policies for work permits,permanent residence,and schooling for foreign talents'children are too stringent,or only tai-lored for a few high-end foreign talents,resulting in narrow benefit scopes and insufficient coverage.Thirdly,the social se-curity contributions are challenged to fulfilling 15 years and foreign talents cannot extended the payment or paid-at-once.The insufficient local talent apartment and infrastructure development,as well as the underutilization of housing provident funds are affecting the attractiveness for foreign talents.Fourthly,the lack of foreign language environment has brought difficulties for some foreign talents in seeking medical care and handling governmental affairs in China.The facilitation of financial services needs to be improved,and there are problems with policy publicity such as inadequate explanations and a lack of awareness about the policies.Under the new circumstances,China should place even greater emphasis on establishing a comprehensive and coordi-nated working mechanism for foreign talents that unifies responsibility and authority.Improvements should be made in inter-departmental information sharing,background verification,and business coordination.Efforts should be directed towards providing integrated services to both the professional and personal life scenarios of foreign talents.It's crucial to enhance the construction of legal frameworks for work permits,permanent residence,and skilled immigration.China should increase support for outstanding international students and foreign graduates from overseas universities in obtaining work permits,as well as accelerate the establishment of social insurance regulations that are more in line with the actual conditions of foreign talents working in China.It is also necessary to strengthen housing security measures for foreign talents,and support their payment and utilization of housing provident funds.Meanwhile,the local government has to ensure the inclusive admission of foreign talents'children into public schools,as same as to strengthen the international hospital construction.In addition,China should expand the application of foreigners'passports and permanent residence permits in various life scenarios,and constantly optimize the international language environment.Furthermore,policy publicity efforts must be increased to create a livable,business-friendly,and international environment,thus elevating the sense of belonging and fulfillment for foreign talents living in China.
