How Can the National Independent Innovation Demonstration Zone Help Enterprises to Achieve Digital Transformation?
In recent years,the development trend of China's digital economy has been booming.In the team of Digi-tal transformation,enterprises,as the most active micro main body of the market economy,are pioneers in promoting digi-tal transformation.According to Accenture's latest Research on the 2021 Digital Transformation Index of Chinese Enter-prises,"the pressure to control the increase in costs","the challenge to maintain the global supply chain","the ability to at-tract and retain digital professionals",and"the regulatory pressure on environmental and social impacts"are the main diffi-culties mentioned by enterprises during the interview.It can be seen that the promotion of digital transformation of Chi-nese enterprises not only needs external policy support to protect it,but also needs internal scientific and technological in-novation to build a solid foundation for it.The national independent innovation demonstration zone policy is an innovative pilot policy with Chinese characteristics.Can it help enterprises in the wave of digital transformation?What"urgent needs"have the national independent innovation demonstration zone solved for the digital transformation of enterprises?What marginal factors will affect the digital transformation of enterprises under the policy guidance of the national inde-pendent innovation demonstration zone?This article is dedicated to exploring.First,based on system management theory and system resource constraint theory,the theoretical mechanism of"na-tional innovative policy-systematic scientific and technological resource agglomeration-enterprise digital transforma-tion"is constructed.Secondly,by matching the data of listed companies from 2009 to 2019 with the data of cities,the poli-cy effect of national independent innovation demonstration zones on enterprises'digital transformation is explored through the progressive double difference model.Then,the mesomeric effect model is used to prove that the national independent innovation demonstration zone has a magnetic effect on scientific and technological resources;The agglomeration of scien-tific and technological resources can drive the digital transformation of enterprises.Finally,boundary factors were studied at both the micro enterprise and macro city levels.This research explores the impact of the nature of enterprises,innova-tion attributes and internal control on the demonstration zone's policies to help enterprises with digital transformation,and the impact of geographical location,administrative level and marketization level on the demonstration zone's policies to help enterprises with digital transformation.The research conclusions show that:first,the policy effect of national independent innovation demonstration zones has a boosting effect on enterprises'digital transformation.Second,science and technology resource agglomeration is the intermediary channel for the national independent innovation demonstration zone to promote the digital transformation of enterprises.The policy of national independent innovation demonstration zone has a magnetic effect on scientific and technological manpower,scientific and technological financial resources and scientific and technological material re-sources,while the agglomeration of scientific and technological resources has a driving effect on the digital transformation of enterprises.Third,the effect of national independent innovation demonstration zones on enterprises'digital transforma-tion will be affected by factors at the enterprise level and the city level.Among them,non-state-owned enterprises are more likely to be encouraged by the policies of the demonstration zone on digital transformation,high-tech enterprises are more likely to get policy support from the demonstration zone to speed up digital transformation,and enterprises without defects in internal control are more able to grasp the policy dividend of digital transformation;The digital transformation effect of enterprises in eastern cities is more obvious under the implementation of the policy of the demonstration zone.High administrative level cities can gather more favorable resources to help enterprises with digital transformation.Urban enterprises with high marketization level have stronger subjective awareness of digital transformation.The research has yielded the following policy implications:First,it is necessary to promote the pilot policy transfer of national independent innovation demonstration zones and establish a policy depression for digital transformation of en-terprises.Second,it is necessary to promote the gathering of scientific and technological resources and provide human,fi-nancial and material support for enterprises'digital transformation.Third,adhere to the principle of adjusting measures to local conditions,and promote digital transformation in accordance with the characteristics of enterprises and cities.
