A Study on the Influence Mechanism of Intellectual Property Services on the Performance of University Patent Technology Transfer
With the increasing number of independent intellectual property rights in universities,the problems of low quality,low commercial value and low market demand of university patent technology have gradually become prominent.How to effectively promote the transfer and transformation of university patent technology has become a hot and difficult issue.Intellectual property services are the key development field of science and technology promotion and application ser-vices industry,which have penetrated into various processes of technological innovation,and can provide important sup-port for the implementation,application,transfer and transformation of university patent technology.However,there was a lack of existing research on the realization mechanism of university patent technology transfer and the improvement mechanism of university patent technology transfer performance from the perspective of intellectual property services.Based on this,this research identified and determined the important influence factors of the performance of university patent technology transfer in accordance with the relevant theories of technology transfer.At the same time,learning from the relevant contents and ideas of the knowledge activity system,this study analyzed the supporting mechanism and in-fluence mechanism of intellectual property services on the performance of university patent technology transfer from the perspective of intellectual property services on the basis of clarifying the dimensions and compositions of intellectual property services.A questionnaire survey was conducted among various university patent technology transfer stakeholders such as intellectual property services industry practitioners,patent examiners,patent agents and inventors.Meanwhile,combining SPSS 20 and Amos 24,an empirical study was conducted on the 993 valid questionnaires.The results are shown below:First,intellectual property services had a significant impact on the performance of university patent tech-nology transfer,which was embodied in three influence paths,that was,vocational skills services could affect the perfor-mance of university patent technology transfer through the intermediary role of patent quality;Commercial operation services could affect the performance of university patent technology transfer through the intermediary role of relationship quality;Value-added business services could influence the performance of university patent technology transfer through the mediating role of transfer literacy.Second,patent quality and transfer literacy played a partial mediating role,while re-lationship quality played a complete mediating role.In addition,all variables under patent quality and relationship quality could significantly affect the performance of university patent technology transfer.However,transfer ability under transfer literacy had no significant effect on the performance of university patent technology transfer,while other variables could significantly affect the performance of university patent technology transfer.Third,policy environment had a significant moderating effect on the influence of intellectual property services on patent quality,relationship quality and transfer literacy.Especially noteworthy was that it not only modulated the intensity of the impact of vocational skills services on patent am-biguity but also altered the direction of this influence.Based on the research findings,recommendations were proposed to enhance the performance of university patent technology transfer by focusing on improving the patent quality,enhancing the relationship quality,cultivating the transfer literacy,and refining the policy system.Finally,it was pointed out that there were still some limitations in this study.For example,the failure to analyze the relationship among various dimen-sions services under intellectual property services,and the failure to consider the cross-influence between various dimen-sions services and various intermediary variables,while it also provided guidance and directions for further research in this research field.
