Research on the"Localization"Mechanism of Global Innovation Ecology in Knowledge-intensive Industries:A Ecological Dominator Perspective
Knowledge-intensive industries play a strategic and foundational role in facilitating the high-quality development of the economy and safeguarding national security within the Chinese path to modernization.An effective strategy for knowledge-intensive industries to catch up with global counterparts involves their efficient integration into the global innovation ecosystem and the establishment of competitive local ecosystems.In this context,it holds paramount theoretical and practical significance to explore the efficient integration into the global innovation ecosystem and the con-struction of competitive local ecosystems.Based on the innovation ecosystem theory and adopting an ecological dominant perspective,the paper utilizes a longi-tudinal single-case study approach to trace the evolution of the industrial innovation ecosystem in China's IC design indus-try from 1990 to 2021.It exemplifies the progression from the initial conceptualization of the local innovation ecosystem within the IC industry to the formation of a locally competitive innovation ecosystem with international Competitiveness.This study meticulously scrutinizes the mechanisms underlying the development of local innovation ecosystems within knowledge-intensive industries.Through a comprehensive coding of data and information,propose an analytical frame-work for the"localization"of the industrial global ecosystem within these three dimensions:market dynamics,government intervention,and industrial strategy.Through the case study of China's IC design industry,the research findings are as follows:Firstly,the local innova-tion ecosystem within China's IC design industry has evolved through three developmental stages:the incubation period,the budding period,and the growth period.This robust growth has played a pivotal role in propelling China's rapid ascent in the IC design industry,rendering it internationally competitive.Secondly,delineate the trinity of"market dy-namics-government intervention-industrial strategy"that characterizes the evolution of the ecological dominance within China's knowledge-intensive industry global ecosystem throughout its"localization"process,examining perspectives from the demand side,environmental factors,and the supply side.Thirdly the dominant driving forces shaping local innovation ecosystems within knowledge-intensive industries vary significantly across different stages of development.In the incuba-tion phase,"government intervention"takes precedence,shifting to"market-industry"dynamics during the budding phase,and culminating in a synergistic"market-government-industry"alignment during the growth phase.Based on the Chinese context,this paper provides a typical case study of a local competitive industrial innovation eco-system fostered by an institutionalized market.This study also deepens and expands the theoretical and practical connota-tion of the innovation ecosystem in the Chinese context from the evolution of the ecological dominant player of"market dynamics-government intervention-industrial strategy".To foster knowledge-intensive industrial innovation ecosystems amidst the challenges of technological decoupling and deglobalization,the management practice inspirations are as fol-lows:Firstly,it is necessary to emphasize the synergistic effect between a forward-looking government,an efficient mar-ket,and resilient corporate entities.Simultaneously,further attention should be paid to the pulling and radiating effects of technology-leading enterprises,as resilient entities,in the construction of the industrial innovation ecosystem.Secondly,the government should flexibly utilize the advantages of China's new system for mobilizing resources nationwide by stage and field.Thirdly,the government advocates the establishment of an open and collaborative global industrial ecosystem.The conclusions of this study have significant theoretical and practical implications for enhancing the security and resilience of China's strategic and basic industrial supply chains,as well as achieving the strategic goal of high-level scien-tific and technological self-reliance and self-improvement.
