A Study on the"Nationwide System"of Japan:Taking the Semiconductor Technology as an Example
The R&D system adopted by the Japanese government,such as"integrated promotion system","organic de-velopment system",and"industry-university-government cooperation",is essentially a"Nationwide System"model for tech-nological research.There is still a lack of in-depth and systematic research on the implementation concept,operation logic and basic characteristics of Japan's"Nationwide System".Based on the research on the traceability and historical evolution of the term"Nationwide System"in Japan,this research summarizes its basic characteristics:Matching of technical research models with national strategic goals;Dynamically adjusting the direction of technical research fields;Improving the overall deployment level of the"Nationwide System"for technical research.The analysis framework of the"Nationwide System"of Japan was constructed,and the Japanese semiconductor technology research was selected as a research case,and the specific analysis was carried out from the three dimensions of"government-industry coordination relationship,industrial coordina-tion relationship,and industry-university cooperative relationship".Finally,combined with the actual needs of China's development,this research puts forward policy enlightenment for China to improve the"new Nationwide System"for scien-tific and technological research,including strengthening the matching of technical research models with national strategic goals,dynamically adjusting the direction of strategic areas of technical research,improving the level of overall deployment,and classifying support methods and support intensity;coordinating the relationship between the government and the mar-ket,strengthening the coordination of cross-departmental national strategic scientific and technological forces,and strength-ening the role of"industrial technology policy"aimed at enhancing enterprises'technological innovation capabilities and market competitiveness;comprehensively considering many factors such as industrial technical characteristics and technical route certainty,and selecting suitable organizational models and implementation methods;comprehensively understanding the reasons for the success of Japan's"Nationwide System",strengthening cutting-edge technological innovation.A case study on Japan's efforts in semiconductor technology development reveals the following key insights:In terms of govern-ment-industry coordination,the government's role in aligning national strategies with industry-led technological break-throughs is crucial.Regarding industry collaboration,establishing an innovation ecosystem led by major enterprises is essen-tial.In terms of industry-academia cooperation,national research institutions and universities play a significant foundational and supportive role.Drawing from these findings and considering China's development needs,the following policy recom-mendations are proposed:strengthen the alignment between technology development models and national strategic goals,dy-namically adjust the focus areas of technology development,enhance the level of coordination,and provide differentiated support based on specific needs and intensity.Balance the relationship between government and market forces,reinforce cross-departmental collaboration on national strategic science and technology initiatives,and emphasize the role of"industri-al technology policy"aimed at enhancing corporate innovation and market competitiveness.Additionally,carefully consider factors such as industry-specific technological characteristics and certainty of technological paths to select appropriate orga-nizational models and implementation methods.Finally,fully recognize the reasons behind Japan's"nationwide system"suc-cess,placing importance on fundamental research,frontier technology innovation,and long-term investments.
