Design of Public Service System for Intellectual Property Information Based on Consortium Blockchain and Its Application
In view of the weak public service system,low protection level and poor financing effect in the current intel-lectual property industry,it is necessary to continuously improve the effectiveness of the underlying design of intellectual property system and the level of information public service.Based on the technology advantage of distributed storage and consensus mechanism,the consortium blockchain strengthens the foundation of trust among the participating subjects and improves the security and efficiency of intellectual property service.How can the consortium blockchain technology specifi-cally solve the above difficulties and provide a new research path for intellectual property services?Can consortium block-chain technology empower the construction of intellectual property information public service system?How to improve the efficiency of intellectual property financing?This research provides systematic answers to the above questions and proposes an IPR information public service system based on consortium blockchain.In order to strengthen the confidentiality of the intellectual property industry and the maintenance pressure brought from the huge data volume,this research puts forward the improvement measures from the aspects of the virtual network layer and the smart contract layer.Then,the technical connotations and advantage of different layers are embedded into the information public service system of intellectual property that is designed and improved from three perspectives:the design of the enabling mechanism of the consortium blockchain for the protection of property rights,the design of the service process on the chain,and the design of the smart contract for the public service of intellectual property information.Finally,the system is applied to intellectual property securitization,thus broadening the financing channels of small and medium-sized enterprises and making a breakthrough for traditional securities trading structure.Compared with other financial instruments and derivatives,intellectual property securitization have the comparative advantages of stronger liquidi-ty and lower credit risk.The deep integration between consortium blockchain and intellectual property shows that the technical characteristics and advantage of blockchain are highly suitable for intellectual property information public service system.The research closely integrates the consortium blockchain and intellectual property services,improves the underlying framework of the public service system of intellectual property information,and then combines smart contracts and machine learning algo-rithms to construct the theoretical framework of the public service system of intellectual property information,which pro-vides a new theoretical foundation for the development of intellectual property service industry.Meanwhile,it also promotes the intersection and integration of economics,cryptography,computer science and other disciplines.Therefore,it is believed that the decentralization and traceability characteristics of the consortium blockchain can provide a new solution to the current problems in the intellectual property industry.Meanwhile,it is also necessary to recognize the risks of the consortium blockchain,strengthen the top-level design and the formulation of laws and regula-tions,and ultimately provide important support for the innovation-driven strategy implementation and establish a strong intellectual property rights country,as well as open up a new path to build a modernized Chinese fintech model.
