China's Innovation Paradigm in the New Era under the Strategy of Science and Technology Powerhouse
Since the reform and opening-up,China has accurately grasped the opportunity window of the information revolution,and realized a great leap in innovation ability and national strength by virtue of the technological innovation para-digm of"introduction-digestion-absorption-re-innovation"that fitted the Chinese situation at that time,opening up a path of independent innovation with Chinese characteristics.However,with the increasing complexity and uncertainty of the external situation,China still faces numerous obstacles and challenges to steadily realize the strategic goal of becoming a scientific and technological powerhouse.Based on the judgment of international situation in the new era and the goal of China's development strategy,the innovation paradigm led by the west cannot provide effective methodology guidance for our country to realize the scientific and technological powerhouse strategic goal,it's necessary to reconstruct China's innova-tion-driven development paradigm and accelerate the step of shaping China's first-mover advantages to realizing high-quality innovation and sustainable development.This paper intends to analyze the basic elements of China's new era innovation paradigm based on the analysis of realization path of the strategy of science and technology powerhouse.Based on the connotation of Xi Jinping thought on Socialism with Chinese Characteristics for a New Era,the"people's position"view of Marxism,as well as extracting the innovation gene of Chinese excellent traditional culture,this paper constructs the framework of China's innovation paradigm in the new era from the ideological dimension,the theoretical dimension,and the methodological dimension,putting forward the direction of innovation development in the future.The first part of this paper constructs the framework of China's innovation paradigm in the new era.Firstly,this paper elaborates China's unique superiority for realizing science and technology powerhouse strategic goal,and then constructs the framework of innovation paradigm based on the connotation of science and technology powerhouse.Starting from the advan-tages of the innovation endowment contained in the excellent traditional culture of China and the advantages of the socialist system with Chinese characteristics,this paper defines the foothold of China's innovation paradigm in the new era.Then,we put forward the three-dimension model of China's innovation paradigm in the new era(i.e."ideological layer-theoretical layer-methodology layer")according to the strategy system framework of"strategy goal-strategy ability-strategy action".The ideological layer is the ideological guidance that focuses on the connotation and significance of innovation,the theoreti-cal layer focuses on the ability stimulation of innovation,and the methodology layer aims to provide path support for the im-plementation of the ideological layer and the theoretical layer.The main part of this paper elaborates the ideological layer,theory layer and methodology layer of innovation paradigm respectively,and clarifies the core content of each layer.Total innovation and leading innovation expound the ideological orientation of innovation paradigm in the new era from the perspectives of innovation layout view and innovation strategy view respectively.The practice of leading innovation and total innovation requires the stimulation of innovative ability,"what kind of innovation ability"and"who posses innovation ability"are core questions.Strengthening original innovation is the only way to build science and technology powerhouse,and exploring people-centered innovation is the innovative path based on the advantages of the socialist system with Chinese characteristics.Original innovation and people-centered innovation works together to enhance China's independent innovation capacity from the perspective of content and subject respectively,which can enhance the sense of mission and responsibility of entrepreneurs,scientists and the whole people to achieve more mission-driven scientific research and more original innovation.System of systems engineering and digital technology provide methodological support for the implementation of leading innovation,total innovation,original innova-tion and people-centered innovation form the perspective of thinking model and driving tools.On the whole,the realization of the strategy of becoming science and technology powerhouse needs to fully consider the coordinated development of economy,science and technology,politics,ecology,culture and other fields,efficiently gather,transform and use the knowledge capital of all the people,and fully stimulate the innovation vitality of all the people.We should practice the Chinese innovation paradigm in the new era on the premise of grasping our country's cultural advan-tages and socialist system advantages.
