中国科技创新治理体系现代化进程评价模型与实证

在阐述科技创新治理体系现代化内涵的基础上,从科技创新治理体系治理属性和功能属性入手,从国家科技创新治理水平、国家创新能力和两者适应性三个方面,建立科技创新治理体系现代化评价模型和指标体系,并对中国进行实证分析.结果显示:2000-2019年,国家科技创新治理水平中的制度环境指数呈现持续上升的趋势,资源结构指数则表现为波动性增长;国家创新能力中的经济社会发展能力处于持续且缓慢的增长状态,而科技产出能力则呈现出迅猛增长态势;治理与能力适应性呈现持续上升.从整体趋势来看,我国科技创新治理体系现代化发展较为平稳,科技创新治理体系需要体系转型和战略突破,实现科技创新治理体系水平从"量"的积累到"质"的飞跃.
Evaluation Model and Demonstration of the Modernization Process of China's Science and Technology Innovation Governance System
The modernization of the governance system for scientific and technological innovation occupies an impor-tant position in the modernization of the national governance system.It is an urgent need to improve the overall efficiency of the national innovation system and an important means to achieve high-level technological self-reliance and self-improve-ment.Therefore,it is necessary to evaluate the modernization process of China's scientific and technological innovation governance system,identify its temporal changes,and clarify its development stage.This article first constructs a modern theoretical framework for the governance system of scientific and technological innovation from three dimensions:the level of national scientific and technological innovation governance,national innova-tion capacity,and their adaptability.Among them,the governance level of national scientific and technological innovation re-flects governance functions,including institutional environment and resource structure;National innovation capability re-flects functional attributes and is the ultimate goal of governance;The adaptability of the two reflects the connection be-tween governance and functional attributes.There are four adaptive relationships between the governance level of national scientific and technological innovation and the national innovation capacity:the adaptability between institutional environ-ment and scientific and technological output capacity;Adaptability between institutional environment and economic and so-cial development capacity;Adaptability between resource structure and technological output capacity;Adaptability between resource structure and economic and social development capacity.Guided by the theoretical framework,this article con-structs an evaluation index system for the modernization of scientific and technological innovation governance system,evaluates the process of modernization of scientific and technological governance in China,identifies the modernization level,development trends,and existing problems of the scientific and technological innovation governance system,and provides theoretical support and empirical evidence for promoting the modernization level of national scientific and techno-logical innovation governance.The results of the article indicate that:firstly,the institutional environment index in the governance level of national scientific and technological innovation shows a continuous upward trend,while the resource structure index shows a fluc-tuating growth;The economic and social development capacity in the national innovation capacity is in a sustained and slow growth state,and the technological output capacity is in a fluctuating growth state,but in recent years,the growth momen-tum has been rapid;Governance and capacity adaptability have shown a continuous upward trend,and since 2018,all dimen-sions of adaptability have achieved high-quality coordination.Secondly,from 2000 to 2019,the level of national science and technology innovation governance,national innovation capacity,and their adaptability have all improved to varying degrees.The adaptive growth rate has exceeded the national level of scientific and technological innovation governance and the growth of national innovation capacity,responding to China's increasing attention to scientific and technological innovation governance in recent years,reflecting an improvement in the coordination between the level of scientific and technological innovation governance and the development of national innovation capacity.The evaluation results largely reflect the progress in practice.Among them,the resource structure in the governance level of national scientific and technological innovation is lower than the institutional environment in terms of absolute index value and growth rate,indicating that there is significant room for improvement in the optimization of the current resource structure.Thirdly,from the perspective of temporal changes,the modernization development trend of China's scientific and tech-nological innovation governance system is generally on the rise,with different trends in each five-year plan cycle.During the research period,there were no significant sudden changes in the modernization development of the scientific and techno-logical innovation governance system,and the growth trend was relatively stable without any sudden changes.Therefore,China needs to further transform and strategically break through the governance system of scientific and technological inno-vation,so that the modernization level of the governance system of scientific and technological innovation can reach a quali-tative leap from the accumulation of quantity.The policy implications of the article include:clarifying the matching relationship between governance level and in-novation capacity,and focusing on the development stage of domestic innovation,rather than completely borrowing from the mature technology governance framework of developed countries;Optimize the resource structure and institutional envi-ronment of technological innovation governance;Improve the flexibility and foresight of the governance system,dynamical-ly revise,flexibly adjust,and timely correct governance measures such as innovation policies and resource allocation,and enhance the risk response and control capabilities of the scientific and technological innovation governance system.
