人才高地的发展脉络与演进机制——基于制度逻辑视角的纵向案例研究

人才高地是新时代人才强国战略的重要布局,对建设世界重要人才中心和创新高地至关重要.研究遵循"触发动因—响应行动—生成结果"的整合性逻辑框架,选取中关村作为研究对象,运用案例分析方法系统探究人才高地的演进过程.研究发现:(1)人才高地的发展脉络历经蓄能起步期、发展加速期以及成熟飞跃期等阶段,呈现出科教资源助推型、制度环境优化型、系统优势引领型等多样化的模式类型;(2)人才高地的演进机制体现为政府逻辑与市场逻辑的动态性适配,凸显出资源配置"互补→互嵌→互洽"的差异化进阶和结构样态"链条型→网络型→生态型"的递进式发展;(3)人才高地的发展与演进过程涌现出扩散效应、乘数效应、溢出效应等人才作用类型以及"交互式激活—适应式成长—内生式造血"等人才作用机制.
The Development Context and Evolution Mechanism of Talent Highlands:A Longitudinal Case Study Based on Institutional Logic Perspective
Talent highlands are a crucial component of the new era's national talent development strategy and are vital for building world-leading talent centers and innovation highlands.Fundamentally,the emergence of talent highlands is both a requirement of national strategic development and an inevitable outcome of economic and social progress.It under-scores the fact that talent agglomeration generates knowledge and technological spillovers,serving as an indispensable driv-ing force for scientific and technological advancement and social development.Therefore,based on the core tenets of the new era's national talent development strategy,an in-depth exploration of the developmental trajectory and evolutionary mechanisms of talent highlands has become a pressing research priority.Grounded in these theoretical and practical consid-erations,this study adopts a"trigger-response-generation"meta-theoretical analytical framework within an institutional log-ic perspective.It constructs a logical chain of"triggering factors-responsive actions-generated outcomes"and selects Zhong-guancun as its case study.Using a case study approach,it systematically explores the evolutionary process of talent high-lands,aiming to provide research support for the optimization and value realization of talent highland construction.Accordingly,this study conducts a comprehensive and systematic analysis and discussion focused on the following core questions:What is the formation and development process of talent highlands?What are the formation and evolution-ary mechanisms of talent highlands?What are the types,models,and characteristics of talent highlands?The research find-ings of this article are as follows:(1)The development of a talent highland unfolds as a progressive,multi-stage dynamic process,encompassing a na-scent incubation phase,an accelerated growth phase,and a mature leapfrog phase.During the nascent incubation phase,Zhongguancun benefited from the guidance of government strategic planning.The establishment of universities and re-search institutes,serving as talent incubators,provided essential infrastructure and policy support for talent development,leading to the initial accumulation and integration of talent resources.In the accelerated growth phase,Zhongguancun em-phasized market-oriented allocation of talent resources and the open sharing of talent platforms.Government policies and re-source allocation attracted a rapid influx of talent,while encouraging enterprises to increase R&D investment,thus gradual-ly amplifying the talent agglomeration effect.The mature leapfrog phase saw Zhongguancun prioritize the construction and optimization of an ecosystem for talent innovation and entrepreneurship.Government,enterprises,universities,and research institutions collaborated to foster an international,open,and synergistic talent development environment,ultimately trans-forming Zhongguancun into a globally recognized talent highland.(2)The evolutionary mechanism of a talent highland demonstrates coordinated advancement and integrated linkage among multiple actors,manifesting as an integrative logic of"triggering factors-responsive actions-generated outcomes."In the nascent incubation phase,driven by government guidance and market forces,Zhongguancun adopted resource ac-quisition and accumulation strategies to achieve a sustainable influx of innovation resources and scientific personnel,form-ing a chain-like structure.During the accelerated growth phase,guided by government targeting and market response,Zhongguancun employed resource exploration and extension strategies,realizing a synergistic development of talent and in-dustry through a systematic"city-talent-industry"design,resulting in a network-like structure.In the mature leapfrog phase,driven by market layout and government integration,Zhongguancun utilized resource allocation and coordination strategies to achieve efficient integration of innovation elements such as talent,technology,infrastructure,and capital,ultimately form-ing an ecosystem-like structure.(3)By guiding the differentiated allocation of resources,talent highlands cultivate unique internal structures and in-teractive mechanisms,exhibiting diverse operational models and evolutionary paths.During the nascent incubation phase,the adaptive choices made by enterprises,universities,and research institutions facilitated the sustainable accumulation of scientific personnel,shaping Zhongguancun into a"science and education resource-driven"talent highland.This is charac-terized by the diffusion effect of talent,manifested as a"reciprocal activation"between talent and the talent highland.In the accelerated growth phase,industrial agglomeration and the endowment of scientific and educational resources established a mechanism of integrated talent and industry development,characterized by"attracting talent through industry and pro-moting industry through talent."This led Zhongguancun to become an"optimized institutional environment"type talent highland,demonstrating the multiplier effect of talent and showcasing an"adaptive growth"of talent within the talent high-land.In the mature leapfrog phase,the dual advantages of scientific and educational resources and industrial clusters formed an open hub connecting to the global innovation network,transforming Zhongguancun into a"systemic advan-tage-led"talent highland.This is characterized by the spillover effect of talent,reflected in the"endogenous development"of talent within the talent highland.
