How could Technology Leading Enterprises Break through Key-core Technologies?A Dual-case Study based on the Aspect of Industry-University-Research Integration
Technology leading enterprises constitute a crucial part of the national strategic scientific and technological forces,bearing the historical responsibility of achieving key-core technology breakthroughs and securing commanding heights in global scientific and technological competitions.However,amidst escalating great-power rivalry and the complex international environment,the United States has increasingly employed various tactics to technologically blockade and sup-press Chinese technology leading enterprises,significantly hindering innovative development of Chinese technology leading enterprises.Under this urgent context,industry-university-research(IUR)deep integration has become an important and widespread approach for technology leading enterprises in China to break through key-core technologies.Therefore,it is im-perative to thoroughly explore the internal mechanisms and specific implementation paths by which technology leading en-terprises could achieve key-core technology breakthroughs through profound IUR deep integration.Regrettably,research on both IUR integration and key-core technology breakthrough are recent hotspots of research.Rigorous academic studies in these two area are only just emerging,with few specific studies thoroughly analyzing the inter-nal mechanisms and implementation paths for technology leading enterprises to break through key-core technologies by IUR integration.Particularly lacking is a discussion on how these enterprises integrate,in what manner they do so,and what the specific integration mechanisms are.To address this gap,this paper proposes and explores the following research question:What are the internal mechanisms and specific implementation paths through which technology leading enterprises achieve breakthroughs in key core technologies by leveraging IUR deep integration?Anchored in national strategic requirements and focused on breaking through current bottlenecks,this paper centers on technology leading enterprises as key agents of technological innovation,employs dual-case study method,selects two typi-cal cases of CRRC and Huawei,deeply analyzes the internal realization mechanism and specific implementation path on how technology leading enterprises break through key-core technologies through IUR integration,and builds an IUR integra-tion breakthrough mechanism model of technology leading enterprises.Research results reveal that:firstly,for technology leading enterprises,implementing IUR integration in basic research fields is an important guarantee for them to promote breakthroughs in key-core technologies,and conducting joint research with researchers from different disciplinary backgrounds is an effective way for them to promote breakthroughs in key-core technologies,and developing IUR integration in various links of the innovation chain and industrial chain is an important way for them to promote breakthroughs in key-core technologies,and carrying out IUR integration with globally advanced research institutions in multiple fields is a key way for them to promote breakthroughs in key-core technologies.Secondly,technology leading enterprises could break through key-core technologies through four major IUR integra-tion breakthrough mechanisms,namely integrating basic research,integrating multiple subjects,integrating upstream and downstream,and integrating global resources.Among them,the specific implementation path of integrating basic research is to comprehensively integrate basic research in all directions with"key-core technology points as points,key-core technology chains as chains,and key-core technology networks as networks".The specific implementation path of integrating multiple subjects is to build a diversified IUR integration research organization with multiple forms of"research teams,strategic alli-ances,and R&D centers".The specific implementation path of integrating upstream and downstream is for all IUR innova-tion entities to carry out horizontal integration within each link and vertical integration between links along the entire chain.The specific implementation path of integrating global resources is to gradually build a multi-level networked overseas R&D system of"joint laboratories,overseas R&D centers,and innovation network platforms"with specialized division of labor.
