Application of disaster vulnerability analysis based on Kaiser model in pediatric emergency management
Objective To analyze the current situation of disaster vulnerability in primary pediatrics department through the Kaiser model, and to evaluate the risk of pediatric disaster events in order to improve the emergency management ability. Methods Based on the Kaiser model, all kinds of potential disasters faced by pediatrics department were investigated from four categories of natural disaster, technical disaster, human injury and dangerous goods injury and 48 kinds of disaster sources.Through the analysis of disaster risks and the ranking of risk values, the focus of pediatric emergency management was clarified, and the measures of emergency management were strengthened in a targeted manner,so as to improve the pediatric emergency management system. Results Among the natural disaster events, the top five relative risk values were earthquake(34.44%),rainstorm(25.69%),fire(23.94%),extreme high temperature(22.13%)and drought(15.95%).Among the technical disaster events, the top five relative risk values were needle stick injury(27.62%),puncture failure(25.52%),water/power failure(24.99%),information system failure(24.13%)and elevator accident(23.22%).Among the human injury events, the top five relative risk values were nosocomial transmission of COVID-19(16.26%),adverse drug reactions(15.57%),falls/falling out of bed(12.10%),violent medical injury events(11.07%)and accidental drug use(10.59%).Among the dangerous goods events, the top five relative risk values were glass thermometer fracture(11.77%),dangerous gas leakage(7.89%),radioactive object leakage(7.52%),chemical leakage(5.40%)and oxygen leakage(5.34%).All events were ranked from high to low according to the risk value, the top five events were earthquake(34.44%),needle stick injury(27.62%),rainstorm(25.69%),puncture failure(25.52%)and water/power failure(24.99%).Conclusion The Kaiser model is a scientific and effective emergency risk analysis tool, which provides a certain reference for the comprehensive protection of medical safety. It has high applicability to the emergency event management of the department and is worthy of promotion and application in the hospital.According to the results and reports of hazard vulnerability analysis(HVA),the emergency response plan of the department should be revised and improved for the weak points of exposure prevention and control, and the emergency training and drills of the department should be strengthened to improve the emergency response and medical security capabilities.
