公安机关非警务活动分流问题研究

摘要
公安机关在社会管理中与群众接触最多,关系最为密切."有困难,找警察"的观念深入人心."110"报警平台每日接收着大量求助信息说明:一方面,许多群众的困难需要解决,另一方面,也为派出所民警带来大量职责外的事务,不利于警务活动的正常开展.从接处警阶段分离非警务活动、提出新方法处理非警务活动以及提供法律保障、提升民警法律素养等方面的针对性对策,可以有效改善公安机关非警务活动现状.
Abstract
The public security organs have the most contact and closest relationship with the masses in social man-agement.The concept of"finding the police when facing difficulties"has deeply rooted in people's hearts.The 110 alarm platform receives a large amount of information seeking help every day,stating that on the one hand,many people's difficulties need to be solved,and on the other hand,it also brings a lot of extra-duty affairs for the police officers of the police station,which is not conducive to the normal development of police activities.Targeted meas-ures such as separating non-police activities at the receiving and handling stages,proposing new methods to handle non-police activities,providing legal protection,and enhancing the legal literacy of police officers can effectively im-prove the current situation of non-police activities in public security organs.
