The Concept and Path of Internal Rule Governance in Higher Education Institutions in the New Era——With a Discussion on the Relationship between Primary and Secondary Rules of Law
For the initiative of colleges and universities to implement the spirit of the Twentieth National Congress of the Communist Party of China,the goal of governing schools according to law concerns the success or failure of comprehensively governing the country according to law,and the method has a significant impact on the achievement of various indicators of high-quality development of higher education.The legal governance of higher education institutions has two contexts:external perspective and internal perspective,which together form the overall rule of law.The basic approach to the secondary rule of law within higher education institutions is constructed based on a reference frame of the primary rule of law,reflecting the path of the primary rule of law to the campus.However,there are three unfavorable factors that affect the secondary rule of law within colleges and universities,making it more difficult to realize.In this context,finding solutions to overcoming these three unfavorable factors is essential to promote both the secondary rule of law within colleges and universities and the overall level of comprehensive rule of law.
