Understanding and Review of"Overcapacity"and New Quality Productive Forces
The origin of overcapacity lies in the deficiency of effective demand in the global market,which is the common great challenge faced by China and other countries in the world.Claiming the so-called"China Overcapacity",America takes anti-dumping and countervailing measures against China,which is of great inequality and irrationality.While emphasizing on external publicity to actively refute the injustice actions of America,China should comprehensively deepen the reform focusing on promoting Chinese path to modernization,actively construct a unified domestic market,and vigorously develop new quality productive forces.The key point is to promote quality with new forces,improve quality with new forces,thus improving total factor productivity.Developing new quality productive forces adapting to local conditions is conductive to optimizing supply structure,improving supply quality,making supply system more adapted to domestic demand in order to encourage effective demand and solve the problem of overcapacity.
