地方政府与地方院校结成战略联盟的动因是多方面的,对地方政府而言,源于更好地发挥政府作为、发展经济和促进社会进步等;对地方院校而言,源于教育适应社会发展要求、扩大资源来源和寻求环境支持等。地方政府与地方院校战略联盟具有八项特性：组织类别的跨越性、组织目标的差异性、组织资源的互补性、组织合作的广泛性、组织行为的时效性、组织结构的松散性、组织间关系的多样性和组织运行的复杂性。而这种战略联盟的具体合作模式主要体现在教育、科研和文化三个方面。
Abstract
The motives of local government and local college form strategic alliance are many-sided.For local government,from better play the role of government,accelerate economic growth and promote social development.For local colleges,from education adapt to social development,expand the source and search environment support.Strategic alliances between local government and local colleges have eight characteristics：across organizational type;difference in goals;complementary of resources;broad cooperation;timeliness of behavior;loose structure;diversity relationship;complexity operation.The specific models of cooperation of this strategic alliance are mainly reflected in three aspects of education,research and culture.
