民办高校“三驾马车”领导管理体制研究

摘要
近年来,民办高校形成了＂三驾马车＂领导管理体制。民办高等教育法规对这种领导管理体制的内容作出了较完善的规定。但现实运行中,＂三驾马车＂问题重重。解决民办高校的领导管理体制问题应当采取废除督导专员制度、不对民办高校领导管理体制作硬性规定、科学区分民办高校、强化正确干预等对策。
Abstract
In recent years,private universities and colleges have formed the leading and managing system of ＂three components＂.Regulations on private higher education gave its text perfect provisions.However,＂Three components＂are problematic in reality.To solve the problem of the leading and managing in private universities and colleges,we should take the countermeasures： abolish the supervisor system;not to impose a leading and managing system to them;scientifically distinguish private universities and colleges and strengthen correct intervention;and so on.
