摘要

教育财政制度是保障义务教育均衡发展的关键,完善和改革义务教育财政制度的逻辑起点是公众对义务教育均衡发展的公共需求。现阶段我国公众对义务教育均衡发展存在三种需求,基于公众需求构建义务教育财政政策的理论分析模型,是改革义务教育财政制度、保障义务教育均衡发展的前提和基础。根据我国实际,保障义务教育均衡发展需要完善教育财政政策的检测与评价体系、制定中小学公用经费标准、规范义务教育财政转移支付制度、改革定向于均衡的学校拨款方式和完善学生资助制度等。

Abstract

The Financial System of Education is the key to promote the balanced development of compulsory education.The logical starting point to improve and reform finance system is the public demand for balanced development of compulsory education.There are three public requirements of the balanced development of compulsory at this stage.It is the prerequisite and basis that build the analytical model of compulsory education fiscal policy based on public demand to reform the fiscal system of compulsory education.According to China's actual conditions,it need to improve the detection and evaluation system of fiscal policy,to develop primary and secondary public funds standard,to promote compulsory education fiscal transfer payment system,to reform orientation balanced school funding and improve the system of aiding to students.
