摘要

教师身份公务员化导源于1993年《中华人民共和国教师法》对教师工资的规定。教师工作具有公益性特征,但不履行公职;教师身份公务员化不能解决教师队伍的不稳定性,反而会加大政府统筹教师队伍和教育均衡发展的难度。教师身份公务员化可能导致削弱教师职业的专业性,加剧校园滋生官本位意识,误导社会对公务员职业的理解,造成教师队伍管理的混乱等消极影响,因此,现阶段实施教师身份公务员化不利于教师队伍建设。

Abstract

Teacher identity as a civil servant Originated in the regulation of wage of teacher in teacher's law in 1993.Teacher's work has the characters of public welfare but dose not works as civil servant.Teacher identity as a civil servant may make the works of governments harder rather than solve the question of stability of teacher faculty.If teacher identity is regarded as a civil servant,there may be many questions,such as weakening the profession of teacher's occupation,aggravating consciousness of the officer to be oriented on campus,misleading the understanding of people about the civil servant,leading to the disorder of teachers'management.It is not good for the development of teacher to carry out the system of teacher identity as a civil servant now.
