Quantitative analysis of the content of the education policy for top-notch talents in China's basic disciplines——Based on the text of national education policy since 2009
Top-notch talents have an important impact on China's social development.It is an urgent need for education development in the new era to cultivate a large number of top-notch talents.Taking 43 na-tional education policy texts from 2009 on as a sample,building a two-dimensional analysis framework of policy tools and the growth stage of top talents and using NVivo software,this paper made quantitative analysis of policy texts.The study found that China's top-notch talent education policy mainly focuses on the training stage,and pays insufficient attention to the enrollment and employment stage.The use of de-mand-based policy tools accounted for 49%,while the supply and environment-based policy tools accounted for a low proportion.The cultivation of top-notch talents is mainly based on the pilot construc-tion and teaching reform in the pilot.Based on this,it is proposed to strengthen the coordination of the types of policy tools and balance the use of policy tools at all stages of talent growth,improve the con-struction and application of information sharing platform in policy tools and strengthen the supervision and quality evaluation of top talents cultivation.
