The"Health First"educational philosophy is the fundamental principle of university sports in Chi-na.To improve the university sports governance system and enhance the university sports governance ability in China,this paper studied the two aspects of university sports governance system:governance body and the sports system.The paper also proposed pathways to enhance governance capabilities of university sports from the aspects of developing school-based sports curriculum,constructing physical culture of sports,integrating sports resources inside and outside the class,standardizing the working mechanisms of university sports,reforming university sports evaluation system and digitally empowering university sports development,which provides reference for the high-quality development of university sports.
